About Shield and CAVR

ShieldPNG is the first national version of the Shield system. Shield is being developed for fragile situations with high violence levels at risk of large-scale armed conflict.  

Shield seeks to gather and share information on deadly violence and responses to it across a country and especially in its hotspot areas.  

Shield reporting tools are intended to help some of the 235 million victims of violence globally who have not reported their victimisation. There are many reasons for this and for the low levels of justice for group violence. Shield seeks to identify the key issues in each context and to develop solutions. 

Shield works with and supports stakeholders in a country. We work with peace and justice NGOs, community organisations. and law enforcement agencies. Sensitive information, such as reports on gunmen, will only be accessible to authorised law enforcement personnel.

Shield is created and managed by the Centre for Armed Violence Reduction (CAVR), a charity which was registered in 2013, though whose founders have been involved in PNG violence reduction for more than 20 years.  CAVR develops Shield with researchers and developers at a range of universities. We hope this will soon include all univsersities in PNG.

CAVR develops armed violence management systems with and for developing countries, especially for fragile situations. With assistance from donor aid agencies, we offer our systems at no cost to aid-eligible countries. Shield is the new system for CAVR, our more established system is ArmsTracker.  

Our senior staff and advisory board include world experts in this area with decades of experience working on PNG and around the world.
